On another thread I asked (the agent) if I didn't win the contest, but they wanted to still publish my manuscript (I've heard this happens), could I then contact an agent and tell them I have a publisher that wants my manuscript and I'd like to be represented.

Delacorte has said that it considers all novels sent through this contest and has published from the entries. There is also a contest for MG.
